Business Intelligence and Analysis (BIA) systems play an important role in organizations, providing insights that enable business users to make more informed, decision-making information. However, many Higher Education Institutions (HE) do not have a valid and usable model to guide them through the further development of BIA solutions to realize the full benefits of BEER. The situation has become more serious as HE works today in a complex and dynamic environment brought about by globalization and the rapid development of information technology. This paper presents a unique BIA maturity model (MM) for HE—the HE-BIA Maturity Model. Following a research design, this paper describes the design, development, and evaluation of two artifacts: the MM and the growth measurement method. The evaluation phase consists of three studies with universities from different countries and two workshops with doctors from more than ten countries. HE institutions reported that the assessment with the HE-BIA model was (i) useful and sufficient for their needs; (ii) and contribute to a better understanding of the current situation of their BIA landscape, making it clear that the BIA program is a technological as well as an organizational development.

As the BI term has evolved throughout the years, the growth of BI within an organization often continues. This development can be difficult, and there are many factors that must be considered to ensure the success of this type of system. The literature shows many studies on the importance of success and BI capabilities that organizations should seek to achieve in order to increase the effectiveness and impact of BIA [7, 8, 9]. Another way to think about the importance of the success of BIA projects is to think about the development model. By design, the growth model (MM) is an iterative and progressive approach , in which the organization starts with the initial or first stage of development and progresses to the mature state. The development model is defined by a set of dimensions and a sequence of stages (or stages) showing the development. Dimension selection in MM is the basis of the design. Often, these standards are used as self-assessment tools to identify the strengths and weaknesses of certain areas within an organization. In other words, MM enables an assessment of the current level of growth in each dimension, with consideration of the level of growth needed to achieve future success. This model is important in defining the AS-IS and TO-BE view of an organization, using the size of the growth as the main point of the evaluation.
MM can be general or specific. A widely used model can be used across different industries, making it competitive. However, this approach seems complicated, with many test questions and terms that do not specifically overlap with the words and terms of a specific one. In this paper, we focus on Higher Education (HE). In this work, development models have been used to evaluate several dimensions of HE institutions (HEIs), such as information technology (IT), management systems, online learning and research studies [11, 12]. Many BI-related development models are available in the literature , including models that come from education or practice. These development models can be multifaceted, such as [13, 14, 15], or specific, as  for higher education or  for healthcare.
A previous study reported that the use of BI maturity models leads to difficulties in evaluating the BI maturity of managers in European HEIs . The main reason is the lack of understanding of the main points of BI and the difficulties in finding experts in each school who can correctly and know how to answer the different questions of MM. This result led to the decision in 2019 for the development of a new development model specifically for the evaluation of BIA systems in HE. The new MM is the result of a research project by two BIA experts in collaboration with the BI Special Interest Group (BI SIG) of EUNIS-the European University Information Systems, a non-profit organization aims to improve the IT landscape of HEIs through cooperation and collaboration  The final goal of this project is to conduct a European-level study on the development of BIA systems in Higher Education. Previous studies conducted by the EUNIS BI SIG are not conclusive . Therefore, this research was started with the aim of creating a new MM, which is driven by the existing knowledge published in the literature, and considering the needs and messages of HE practitioners represented in EUNIS BI-SIG. In particular, five requirements included in the research design of this project, which led to the decision to create a new BI development model, instead of using an existing one.
This paper presents the HE-BIA development model version 2.0 that allows Higher Education Institutions to conduct a self-evaluation of their BIA solutions. The rest of this paper is organized as follows. We begin by discussing the work related to the existing BIA model, followed by a description of the research model. The next section presents a step-by-step description of the research design process. Then, we present the research material, the HE-BIA development model v2.0 and the evaluation model. In the following section, we discuss the evaluation phase and the recommendations received. The final section presents conclusions and avenues for future work.
